@ first when i saw the video it was a little creepy but the coolest part was when the doll that looked like her moved her lips was so cool so i just had to figure out who was it an i was tryin so hard then i saw the cd 2day and i was like omg i have to get her cd so i showed it 2 my mom and dad and they bought it 4 me im happy now

I think it's a song about overcoming insecurities. The girl is called creepy because she's not confident enough to live with her own skin. The town and world are also called creepy because she can't quite adapt well there.
And also girls aren't supposed to have funny blue hats and rocking chair, meaning that she's just quirky and unique and a misfit. No one thinks that she could go all out and tell the world who she is (thus the sentence, 'no one ever thought she could do that'), but then it turns out that she's able to overcome her own inner problems and 'sets her world on fire'. Her feelings when doing that could be expressed with the sentence 'walking on air'
